KDE System Settings Does Not Respect the Panel's Location

Bug Description
I am using a 12" iBook G4 with a screen resolution of 1024x768 and the
Live CD of Kubuntu 5.10 RC.
KDE System Settings launches with a window size that goes behind the KDE
Panel, which is currently set to the default position at the bottom of the
screen. I believe that all launched applications should automatically
sense the panel's position and size, and launch with an appropriate window
size.
Thank you for looking into this. I can't wait for the final release of
Kubuntu 5.10, and I hope that a fix for this makes it into the
distribution before the big release party.
