Bug Description
Way back in 1.1.10 we changed the way codehosting works to call requestMirror when the branch is unlocked. Unfortunately, we call requestMirror when _anything_ (metadir, repository, branch, whatever) is unlocked, which is bad at least in part because it means we call requestMirror before the branch is fully uploaded.
