fluxbox doesn't properly support xinerama

Bug Description
fluxbox's rules file does a --enable-xinerama when running configure, but is
non-fatal when it doesn't find it.
This is a problem because the control file does not have a BuildDepends on
libxinerama-dev
Please add BuildDepends: libxinerama-dev to the control file.
