Please sync libgeier 0.9-2 (universe) from Debian unstable (main)

Version 0.9 was published in January 2008 by Stefan Siegl. (http://www.g-n-u.de/archive/taxbird-announce/de/mail11.html (german))
Since 0.9 is neccessary for tax reports for 2008 this library should be updated to the latest version.

From the Ubuntu changelog:
  * python/Makefile.{am,in}: python/gen-ignores.sh is a bash script so start
    it with bash and not sh.
 -- gen-ignores.sh is not called anymore -> no change needed
  * debian/rules, debian/libgeier0.install: Replace python2.4 with python2.*.
 -- No "python2.4" there anymore
