Bug Description
Projects (Product) and project groups (Project) have an owner, but they do not have an unchanging registrant field to record who registered them in the first place.
This leads the Web interface to say a project or project group was "Registered ... by:" someone who it wasn't necessarily registered by, and to have a "Change registrant" link which seems to let you do the impossible (change who originally registered it).
