Adding split view functionality

Bug Description

I happened today to open a very long config file with instructions at the top,
on how to modify a section of the document that was waaaay at the bottom.
It would be great to have a "split" view option (or a widget/horizontal rule
that you simply drag with the mouse) so that you can have two views of the same
document at the same time. Like you can do in OpenOffice 'Calc' : you just put
the mouse cursor in the top right corner of the document (little black area) and
you can just drag a ruler and place it were you want to split the document.

Forgot : just learned about the plug-in design of gedit, and that it already has
quite a few to chose from. Maybe this split view feature could be implemented as
plug-in ?

Thanks for your bug. gedit is a simple editor and this feature is not useful for
it, you can read http://bugzilla.gnome.org/show_bug.cgi?id=97989 on the topic by
example.
