Change project maintainer page also uses owner and registrant

Bug Description
When changing a project's owner, the Actions menu item says "Change maintainer", the page header says, "Change owner of xxxxx" and the confirm button says "Change registrant".
This should be consistent so as to avoid confusion. I favour "owner".

I suggest "owner".
This is clearly not changing the registrant, which is a write-once record of who originally registered the thing (aiui).
