When resubmitting a merge proposal, you're asked to edit the whiteboard twice

Bug Description

When clicking "resubmit proposal", the you're presented with a text area allowing you to edit the notes about the merge. When clicking "resubmit", the proposal is resubmitted, but you're presented with a page containing an information bar reading "Please update the whiteboard for the new proposal", and an editable whiteboard. This could confuse the users, making them believe that they a) did something wrong the first time they edited the whiteboard, or b) think that the original resubmission didn't go through.
