worldclock picks wrong timezone for Portland, OR and Houston, TX

Bug Description

Binary package hint: gnome-panel

Preferences -> Locations -> Add -> Find and choosing Portland, Oregon gives the wrong timezone suggestion. It suggests America/Vancouver instead of America/Los_Angeles; this is wrong because Portland is in the US and Vancouver is in Canada, so to the extent that any differences exist between the Los Angeles and Vancouver DST rules either historically or in the future, Portland should follow the rules that apply in the US.

It also screws up for Houston, Texas suggesting Monterrey (Mexico I assume) which causes the timezone to get screwed up since apparently Mexico doesn't have the same CDT times as the US. It should be America/Chicago

Also picks wrong tims to show difference between Dallas Tx and Waterloo On, Canada, which are Central and Eastern respectively. Ubuntu Hardy a6 shows Central time as CST, and Eastern as EDT, with a difference of 2 hours. The error is that CST did not change to CDT.
