[regression] Changes to power status are reflected slowly

Bug Description

Binary package hint: hal

After the fixes for bug #177570 and bug #194052, the battery status is not very quickly reflected in gnome-power-manager. (This may be a bug there, but I'm assuming it's hal since those two bugs were also hal.) Disconnecting from or reconnecting to a power source does not show in the notification area until about 5 seconds after the change.

This is a regression from the previous packages, and from Gutsy.

I'm glad I'm not the only one seeing this problem. I see this on a dell latitude d630.
