usplash: Doesn't appear after fresh install

Bug Description

Despite being installed, usplash doesn't actually appear after a fresh install.
 I suspect that it got installed after the initramfs was built, so didn't get
included in it.

If we want it to appear on the very first boot (second stage install), which I
think would be very cool, we'll need to treat it specially and install it before
the reboot. I fear that will require some awful hackery to guess whether we're
about to install it anyway based on the package selection. I'd like Colin's
input on the best way to approach that.

Getting it to work on subsequent boots should be as simple as reconfiguring the
kernel after installing the desktop.

On a related note, I'd like to fire it up in casper for the live CD. Is d-i's
initialization of the framebuffer sufficient, or do I need to load more modules
before starting up the daemon?

is it being done for Colony 4 or not? usplash was not working on a fresh colony
4 install tonight on my laptop until after a manually upgraded the kernel from
386 to 686. (which I guess is equivalent to a simple reconfiguration of the kernel)

Not for Colony 4, but I did this yesterday.

base-installer (1.20ubuntu3) breezy; urgency=low

  * Install usplash along with initramfs-tools.
