Please upgrade to GNU mailutils 3.14 to fix incorrect time zones in Date headers of sent messages

Bug Description

I just ran into this bug: https://savannah.gnu.org/bugs/?61239 . In particular, apticron used the mailutils version of /usr/bin/mail to send me an email message, and the Date header in the email message had a completely bogus UTC offset in it.

This bug is fixed in mailutils 3.14.

Please upgrades mailutils to 3.14 or at least pull the patch for this bug:
