Long time out at "Testing network repositories" and "Testing security update repository"

Bug Description

On a machine that has networking and a default route, but no internet access
over it, the update stages "Testing network repositories" and "Testing security
update repository" can take several minutes each to time out.

http://ubuntuforums.org/showthread.php?t=19295 refers to this problem, but with
reference to proxy servers; a workaround (as found at
https://wiki.ubuntu.com/Installation/BehindProxy) is to kill udpkg at this point.
