Can the value of the importance field be reconsidered (upwards)?

It's pretty common for people to attach screenshots to bug reports, and by default in several prominent languages (including French and Spanish) the filenames for the screenshots include accented characters (e.g. "Capture d’écran du 2022-10-17 17-36-09.png"). These bug reports are mostly not actionable without access to the attached screenshots.

Also, I'm pretty sure this used to work, and is a relatively recent regression.

I came up with a partial test case for this. It looks like this was a regression from Python 3 porting work in `lp.services.webapp.servers.BasicLaunchpadRequest.__init__`. My initial naïve fix seemed to get the initial redirection working but then I found that loading the file from the librarian had a similar issue; I haven't tracked down why that might be.
