The kernel modules for the speakup screen reader are not available in Ubuntu 21.04/hirsute.

No it won't: no source code uses CONFIG_ACCESSIBILITY.

CONFIG_ACCESSIBILITY only enables the accessibility configuration menu which allows enabling speakup.

I don't know how to install from "proposed". I'll have to google that.
