Install failed removing previous bcache device

Bug Description

This is with 18.1-17-gae48e86f-0ubuntu1~18.04.1

When deploying to a machine that previously had two bcachesets setup using a single shared bcache device, curtin experienced a timeout:

Failed to stop bcache cacheset /sys/fs/bcache/ef9420dc-2d30-4674-bbc1-e73a5b5a25af

Which it seems sometimes it just takes longer for bcache to stop itself.
