add not-null constraint to Person.visibility

Bug Description

This column will contain null values for the first part of this cycle since it takes a long time to update the person table to set a default. Next cycle the not-null constraint can be added.

Edwin: there still appear to be "team.visibility is None" checks in the code (some with XXX's referencing this bug). Are you planning on fixing them?

James: Yes, I'm working on the XXX comments referencing this bug. I had forgotten that they referenced this bug when I closed it out.
