One way to fix this would be to abolish the "Best Fix Available" branch status, migrating any existing branches in that status to "Fix Available". (Doing this would require researching whether any projects currently distinguish between the two.)
Another way to fix it would be to restrict "Best Fix Available" to project drivers, while other statuses were available to everyone. This could be awkward when a non-driver changed a branch from "Best Fix Available" to something else by accident, and then couldn't undo it.
I think this is definitely something we need to think about.
The bug branch UI has a lot of rough edges right now. I'm looking forward to polishing them off.
