Icon Preview only works with the first window

Win32 Inkscape0710251937
Actual Behaviour
The "Icon Preview" pane will only open for the first window. If you open a
second window and access the icon preview it opens the preview pane in the
first window, not the second window. If you close the first window then the
icon preview no longer functions.
Expected Behaviour:
The icon preview pane should open in each document window.
Steps to Reproduce:
1. Open Inkscape and draw a square (or anything)
2. Click on "View" -> "Icon Preview..."
3. You will see a preview pane on the right of the
drawing area.
4. Open a New Window via Ctrl-N (or menus) and draw
something in that.
5. Click on "View" -> "Icon Preview..." in the new
window.
6. The icon pane in the first window is updated to
display the icon in the second window.
Furthermore
7. Close the first window. Click on "View" -> "Icon
Preview" in the second window.
8. The icon preview pane does not appear.
This problem does not occur in Inkscape 0.45 as the Icon preview pane is a
pop-up window. But this behaviour appears in 0710251937 and several other
recent v0.46 versions (sorry I don't have the exact version numbers).
It seems that the Icon Preview is reusing the same window handle when the
menu option is selected. In v0.45 this worked because the window was a
popup window and thus independent of the documents that are open. In 0.46
it is embedded as a tools pane on the RHS and thus unique to each
document. The second issue - where the preview pane is not accessible when
the first window is closed - appears to be related, if the selection
handling assumes a global window, and the parent of that window is closed,
then the icon preview wouldn't be displayable.

Works fine for me on Linux. Can someone on Windows confirm this issue?
