Document why cups-devel is needed at runtime

Bug Description
'hp-check -r' will report cups-devel as missing even though one would really expect it to only be needed at compile time.
The reason is that cups-devel provides cups-config which hp-check needs to verify that cups meets the minimum version requirement :-(
Ideally one would find another way of making sure cups is good enough. One could even question whether hp-check's sole need justifies making cups-devel a runtime requirement.
But at least the reason for this runtime dependency should be documented in the source.
