Is this package required to correctly use oregano? Could you please explain why?

It's possible to start oregano without this dependency, but you can't do anything useful.
As Oregano is just a GUI frontend for either GnuCap or NgSpice you definitly need
one of both. Without you will not be able to start a simulation.
As GnuCap is the default backend I would suggest to add the dependency,

Intrepid installs recommends by default, so oregano brings in gnucap too.
Also, having gnucap in Recommends is the common behaviour, Debian policy says "The Recommends field should list packages that would be found together with this one in all but unusual installations."
