inconsistent UI behavior for bluetooth panel icon

Bug Description

Ubuntu newbie user carries out the following steps:

1. Click the volume control icon, and sees the volume control slider appear.
2. Click the "two screens" networking icon, and sees the list of wi-fi and wired networks available.
3. Click the bluetooth icon, and nothing happens. User goes; hmm?
4. Double clicks the bluetooth icon, and nothing happens. User goes; hmmmm?
5. Many users will at this point conclude that "the icon does not work" or that the bluetooth interactive UI is access from someother places (they might look in the system::preferences or something).

It would be nice to have at least single click wired up to something useful for this panel icon. I think the either open the "browse for devices" dialog would be appropriate, or maybe just open the context menu.

gnome-applets has no bluetooth applet, reassigning to gnome-bluetooth

The applet is part of blues-gnome.

This should be significantly improved in the BlueZ Gnome 1.8 package that entered intrepid yesterday. Left click and right click both have useful things happening.
