Bug Description

What I want to achieve for key bindinigs (Actions tab) is this: In Application Switcher Plugin I want Next and Prev Window disabled and those for (All Windows) taking over with <Super>Tab and <Super><Shift>Tab resp. and the same thing with <Alt> instead of <Super> for Shift Switcher plugin... eventually. Though, if I disable Next Window it will show Disabled for a short while [sec] and than collapse the "General Tree". If I fan it back out again it's back to the defaults (no changes). No display error either since keys function as shown.

Similar if I set the default for Next to Next (All Windows) the conflict dialog pops up. I hit "Disable Next": Same thing, tree collapse and back to defaults.

Also, when I try to disable Next (All Windows) it's the same thing: Collapse, no changes taken place.

Similar things happen in Plugin Shift Switcher. E.g. disabling Next and Prev (single viewport) will lead to the same collapse/no changes behaviour as above.

I will add screen videos.

I've noticed some similar weird behaviour. I could change the "previous window" binding, but it had no effect.
Also it seems that Tabs cannot be set for bindings without opening the pop-up window for that binding, like you did.
If you simply click on the value in the Key row, you get to set the binding, but you Tab seems to be interpreted as a function tab in the window (switches focus to next widget) rather than a literal tab, so a key binding with a Tab has to be set using the pop-up window.

The collapse issue happens here too... seems like the binding section could use some care.

Is this symptom still reproducible in 8.10?
