The effect was implment in Konqueror in Feisty.

I don't know about this one. Are you sure this is a desired feature? From what I remember, the effect was designed with Kicker launching applications in mind. I don't think I would like it on common folders. Marking this as wishlist; if you are a Kubuntu user and you have an opinion, please tell us.

Yes, I am a Kubuntu user.
Konqueror shows the effect when you run files or directories. This effect is similar to Windows Vista effect on open directories or run files.

The effect isn't implemented in Dolphin 1.1 or Konqueror 4.1.0 either.

It is not a KDE bug, it is a Kubuntu bug only, because the feature was only in Kubuntu distro, not in KDE.

Inside scoop: I didn't like it, I don't like it, I will never like it... to be a patch. Get the KDE bug reopened and wishlist report and get the feature into KDE itself, I am certainly not a fan of reintroducing it in Kubuntu-only.
