Error importing pictures when filename includes %XX (where XX is valid hex)

Bug Description

Binary package hint: f-spot

F-spot is urldecoding the parameter for the file that its trying to get imported, if you have a file called '~/picture%202.png', and drag & drop it over F-Spot window, it will try to open '~/picture 2.png' instead, an return a error about not found file.

I've included a screenshot of the error message.
