php-cups and php-kadm not available for use in applicatins like GoSA

Bug Description

the php modules for cups and kadm kerberos have gone missing?
Really important corporate packages like GoSA require cups and kadm5 php modules.
The pecl build of kadm5 fails because the -dev file for kadm is not available in ubuntu.

How can we make ubuntu a corporate distribution if it's not able to support these fundamental systems for applications that enhance ubuntu.
If ubuntu doesn't provide Server administration on a higher-level, surely 3rd party software that does, eg: GoSA should be provided for by the underlying php system.
