Bug Description
The bug feature should be named for what it does and that name should be consistent with the rest of Launchpad applications. The renaming should be done in the same manner that Support Tracker became Answer Tracker. The labour includes:
1. Rename the URLS, and provide redirect for 'malone'
2. Rename the tests as needed.
3. Rename IBugTarget.
