No openoffice.org on ia64

Bug Description

language-support-en (and certainly others) depend on openoffice.org components.
 openoffice.org is not present on ia64, and therefore. language-support-en fails
to install, and livecd rootfs builds fail.

For the moment, the ia64 livecd does not include ubuntu-live, once this is
resolved, I can include it again.

The dependencies of the -l10n packages are already correct, but the -hyphenation
and -help packages are still wrong. I filed this as #6449.

However, if OO.o is not available on ia64 anyway, it makes no sense to install
help/l10n packages on this platform. I will fix langpack-o-matic to cope with
architecture dependencies and update the support packages.

Hmm, this becomes more difficult than I initially thought. Since Depends: does
not support architecture-specific dependencies, and the support packages are
arch: all (they don't ship anything), we either need to provide a dummy OO.o
package on ia64, or I have to rewrite langpack-o-matic to spit out arch:any
support packages and do some substvars magic.

I think this decision mainly depends on the question whether there will be an
OO.o on ia64 in the near future. Other than that, what do you think is the less
evil alternative?

I've been seeing this bug for several weeks now and it seems that making dummy
packages for OOo would be simpler than maintaining 4 (5 with sparc, possibly
more in the future) sets of language-support-en (possibly even more with other
locales, etc)

oo.o needs to exist on ia64 for it to be a supported architecture; there is no
need to work around this by introducing complexity in the language support packages.
