changing primary user name

Bug Description

After my son did a new install of Ubuntu on this laptop, I wanted to change the
user name. I did that with Computer >> System Configuration >> Users and Groups.
But then, I was locked out of the root terminal and sudo. Fortunately someone
showed me how to get to recovery mode and change it in /etc/sudoers.

This should be disabled for the same reasons discussed in bug #12467

this should not be an issue any longer if you make users belong to an admin
group for using sudo

Will mask it out as I did for #6092, for hoary+1 we should think about how to
make this available to the unsuspecting user :-)

preliminary BROKEN patch

This is exactly like the previous patch that disabled uid editing, however, it
breaks g-s-t somehow. On startup, all g-s-t tools exit with an "invalid
password" dialog (even network-admin and stuff, which are not changed at all).
*sigh*

this actually works, was a stupid side effect with gksudo, unrelated to the

       Breezy, but for Hoary we need something safe. (Ubuntu #6387)
