Bug Description

In a fresh and completely updated install of Ubuntu 13.04 (amd64) when I try to run the command "pdfopt" in a terminal I get the following output:

The program 'pdfopt' is currently not installed. You can install it by typing:
sudo apt-get install ghostscript

Ghostscript (9.07~dfsg2-0ubuntu3) is already installed on my computer. pdfopt is a part of ghostscript and has worked flawlessly in earlier versions of Ubuntu.

I can confirm the problem for Ubuntu 13.04. The problem is that the "ghostscript" package does not contain pdfopt, but just its manpage. I think, something went wrong with the packaging:

$ apt-file search pdfopt
ghostscript: /usr/share/man/de/man1/pdfopt.1.gz
ghostscript: /usr/share/man/man1/pdfopt.1.gz

I can confirm this also. I wait for a fix, hopefully not too long... I need it for scanning...

pdfopt also seems to be missing in the upstream package ghostscript-9.07. I have therefore filed a bug in Ghostscript's bug tracker: http://bugs.ghostscript.com/show_bug.cgi?id=694099 .

pdfopt is discontinued upstream, the upstream developers simply forgot to remove the man pages. In the next upstream release (9.08) they will be removed.

Ghostscript's built-in pdfwrite device is capable of generating optimized PostScript, so pdfopt is not needed any more.

It's still a problem in ghostscript_9.10 — not that pdfopt was much use anyway. It's always better to create PDFs at the size you need them then try to squish them afterwards. Also, the often recommended pdf2ps/ps2pdf route will likely break a lot of PDF files out there.
