After a period of inactivity it seems that the Turbo mode is not kicking in. It has been found as a bug in i915 driver code and has been fixed in the upstream kernel.org in the following commit -

== Impact ==
It is requested that this patch is pulled into the Ubuntu precise kernel tree to solve the bug it describes. This will affect all Gen6+ devices. We have reproduced this on Ivubridge systems.

It doesn't look like commit 9104183dad6314c55344d65738cd719b909a3e0a applies cleanly to Precise or the upstream 3.2 kernel. Do you happen to know if work is being done upstream to have this commit backported?

Don't think there is some work happening to backport this for upstream. But we already have a backported patch for precise kernel. Patch is attached for your reference. This patch was created and tested on Ubuntu 3.2.0-37. It also applies cleanly on Ubuntu-3.2.0-39

commit 9104183dad6314c55344d65738cd719b909a3e0a is already in the Quantal and Raring kernel, so I'm marking this Fix Released for Quantl and Raring.

If verification is not done by one week from today, this fix will be dropped from the source code, and this bug will be closed.

Verified this on IVB system and the turbo gets kicked in as expetced in the -proposed kernel.
