A view of only the packages you're responsible for

Bug Description

We should import the data on which teams are responsible for which packages in Ubuntu. We can then use this to filter the set of errors returned for the most common problems view to only show packages that the logged in user is responsible for.

We've set it up so that users can filter on packages to which they are subscribed in Launchpad, so perhaps if the user is subscribed to any packages that the parameter should be preset for their Launchpad user name.

If you are logged in to errors.ubuntu.com then the username parameter is set to your Launchpad username and Launchpad is queried to see which packages you are subscribed.
