section add form needs title and location

Bug Description
We will add a title field to the section add form that will be optional, with the title defaulting to what it has always had until now. Also, we will add a drop-down for setting the location to the form. Even though we support any number of resources for a section, we will allow the user to use the relationship view after adding for that. However, at least being able to specify one location resource on section add will be a convenience.
