No way to mark a blueprint invalid

Bug Description

Sometimes newbies mistakenly use blueprints to inform about bugs or ask questions.
Examples:

https://blueprints.launchpad.net/ubuntu/+spec/egon

There should be a possibility to make those blueprints invalid or to transform them into questions or bugs (ie. like in bug #3970) - see bug #172532.
Also often blueprints are used for suggestions instead of https://wiki.ubuntu.com/IdeaPool. Launchpad Blueprints should inform users about this wiki page and guide them there to file simple suggestions.

These blueprints can be marked obsolete, but only by people with the permissions to edit their status. In some cases, it's best to contact the blueprint authors or the team running the relevant project and ask. In other cases we may want to consider closing them as a service to the public.

It seems very strange that bug permissions would be completely open, but blueprints completely closed. The pollution at the moment is ridiculous, and the people with permissions probably don't care to clean up.

I just mistakenly added a blueprint to the wrong level of my project. It doesn't make sense that they can't be deleted. Now I need to find a way to redirect it.
