battery estimates swing wildly, often forcing unneeded suspend

Bug Description

since fix for bug #629258 was applied, I now get battery estimates, but they fluctuate wildly.

most problematic instance being when it estimates 1 minute remaining for 99% battery life, and immediately suspends after unplugging the machine. Doesn't always happen, but rather large problem when it does.

this on an HP envy 15 (with relatively poor battery life, but not 1 minute = 99% poor)

This is also happening on a Lenovo 3000 N100 laptop. It will predict 5 minutes of battery life the moment the power cable is unplugged, sometimes putting the machine into sleep, and others going back up to the correct prediction.
