console-data asks high-priority debconf question on upgrade from woodyR2

Bug Description

When upgrading from Debian 3.0r2, the user is presented with a debconf question
about the console keymap (console-data/keymap/policy), priority high. In this
situation, it's a good bet that the current keymap is working or irrelevant, and
thus this question is superfluous.

This upgrade path is no longer supported, bug saw no activity in over a year

The question is still asked at priority high, and in the case that the debconf
database was previously corrupted I believe it will still ask the question on
upgrade. I would like to keep this bug open, please.

Changing status to confirmed. Despite the inactivity it seems the bug exists and Colin has acknowledged, and Unconfirmed is not an appropriate status as it leaves the bug in the untriaged list.
