As far as i know the software-center is for apps that we provide in our
software archives. Opera is not in any of our archives from what i can
find.
Where did you get Opera from?
Do you see any other software in the Software-center that we do not
provide in our archives?

I know it is there so you can install it but the software center should
only contain packages we provide in our archives (even in PPAs as it
does now) but since u-s-c uses the repos to download/install packages
Opera shouldnt be shown in it.

Why is Opera not in the Ubuntu archives? Is there a licensing issue?

This is not a software center issue at all, opera is not in archives thats another problem (I think it used to be before?) and was removed so marking this invalid.

IIRC Opera was once in the partner repos, however since it is not open
source and im sure opera has conditions on what we can do to add it i
dont see this happening but i dont know the details on why/when of this.
