The new gnome login screen has serious user interface problems that make it impossible to perform non-default login operations without a mouse such as restarting, shutting down, hibernating, or sleeping the computer, changing the session, or changing the language. The power menu is not accessible via tab rotation, and so without a mouse it is impossible to restart, sleep, or hibernate the computer. The login button doesn't have a mnemonic, so if you use a mnemonic to select the session or language after entering username and password, it's impossible to actually login with the changed session information.

Confirmed for the power menu part. But you can choose language (Alt+L) and log in right after, just type the password and hit Return.

Could you explain why? To me, the whole problem is that tabbing through widgets in the GDM greeter is not working currently. "Power" menu is just a special case of this.

It depends on whether you look at the bug summary or the bug description. The bug summary currently only mentions the Power menu, but the description is broader in scope.

It seems that in the latest version (natty) you cannot use tab to select the language selection or the login options (useful if you nuke your xconfig file, have limited graphics support and your mouse doesn't seem to be working otherwise you can't login because unity is set to default and won't run). If however you hit Alt + F6 it will take focus away from the top panel and give it to the bottom panel allowing you to tab between the options, hit the key combo again and your back on the top panel. Not sure if this is a feature or will solve your issue.
