"resume normal boot" not start graphic environment

Bug Description

Binary package hint: upstart

When I command "sudo init 1" and reaches runlevel 1 I select from the recovery menu's first entry: "resume normal boot"
gdm not start.

The situation is the same when I select recovery mode in GRUB.
