GSM connected/disconnected notifications display wrong icons

Bug Description
Currently on connection the NM displays 3 full bars, whereas it should display 4 full bars.
"Disconnected" icon shows 4 full bars with red x - it should show 4 empty bars with red x.

The disconnected icon did have "full" bars but is now empty in the latest bzr. The problem with showing the disconnect icon seems to be a code problem as the icon itself is correct.
