You've installed libcomerr2 from (an old version of) unstable; you will need
to either downgrade to the version of libcomerr2 in testing if you want to
install the testing version of comerr-dev, or upgrade to the version of
libcomerr2 in unstable if you want to install the unstable version of
comerr-dev. Either way, this is not a bug.

The dependency is correct; the versions of comerr-dev and libcomerr2 must match
exactly.

The error you are seeing is an indication that you are mixing packages from
Debian unstable and Ubuntu hoary, and this is neither recommended nor supported
by either Debian or Ubuntu (documented in the Ubuntu FAQ).
